A Temporary Residence Permit (TRP) is the document that allows a foreign national to legally stay in Ukraine for more than 90 days and exercise the related rights: open bank accounts, register as a sole proprietor (FOP), obtain a tax ID, driver's licence, and rent property. The "15 Working Days" Rule

What a TRP Gives a Foreigner in Ukraine
Legal stay beyond 90 days — without the need to exit and re-enter.

Frequently Asked Questions
Main grounds: employment (work permit or Diia.City residency), volunteering, study at a Ukrainian university, marriage to a Ukrainian citizen, family reunification, religious activity, and other grounds provided by the Law of Ukraine "On the Legal Status of Foreigners".
Usually a TRP is issued for 1 year with the right to extension. For students — for the period of study. After 2 years of marriage to a Ukrainian citizen, a foreigner can apply for Ukrainian citizenship under a simplified procedure.
For most nationalities — yes. A type D visa (D-04, D-14 and others) must be obtained at a Ukrainian consulate abroad before submitting documents to the SMS. Some visa-free nationalities have a different procedure.
The standard SMS review period is 15 working days after submission of the complete package. Preparing the documents with an O'LAW lawyer takes 3–7 working days depending on the grounds and the readiness of source documents.
If your D visa is still valid — yes. If your visa has expired and the plastic card is not yet issued, leaving Ukraine may cause problems at the border: risk of a fine or re-entry ban. We recommend waiting until the document is issued.
You will need to pay a fine at the SMS, leave Ukraine and re-enter with a new visa or under the visa-free regime. O'LAW helps minimise the risk of an entry ban and arrange a proper re-entry.
